PUBLIC SECTOR BUSINESS TRANSFORMATION BUREAU (PSBTB) 

The Public Sector Business Transformation Bureau (PSBTB) operates under the aegis of the Ministry of Public Service and Administrative Reforms.

The Bureau serves as the central coordinating mechanism for business transformation, organisational improvement and innovation initiatives across the Public Service. It provides strategic direction, technical guidance and oversight to Ministries and Departments to ensure that transformation efforts are coherent, integrated and results-oriented.

The PSBTB works closely with the Reforms and Innovation Units (RIUs) established in Ministries and Departments. Each RIU, spearheaded by a Director of Reforms, serves as a dedicated structure responsible for driving innovation, change management and continuous improvement within its respective Ministry, while ensuring coordination and reporting to the Ministry of Public Service and Administrative Reforms (MPSAR).

Mission

To lead, coordinate and support business transformation, reform and innovation initiatives across the Public Service to strengthen institutional effectiveness, enhance service delivery and promote a whole-of-government approach.


Strategic Objectives

​The PSBTS aims to:​​​

​​(i)
Develop strategies, roadmaps and implementation frameworks for public sector business transformation.
​(ii)
Ensure convergence and alignment of transformation initiatives across Ministries and Departments.
​(iii)
Provide technical advisory services on organisational reform, business process re-engineering and systems improvement.
​(iv)
Lead efficiency, governance and programme review exercises and conduct system audits to promote optimal resource utilisation and client-centred service delivery.
​(v)
Establish cross-functional platforms to address complex and cross-cutting public sector challenges.
​(vi)
Promote research, knowledge-sharing and dissemination of smart and best practices across Government.
​(vii)
Develop performance indicators and monitor, evaluate and report on reform initiatives, including identifying gaps and recommending corrective actions.
​(viii)
Strengthen institutional capacity through learning, collaboration and continuous improvement mechanisms.
