Electronic Attendance System (EAS)


​The Electronic Attendance System (EAS) has been introduced since 2002 to replace the traditional manual attendance register. The EAS comprises Ele​ctronic Time Recorders (hardware) to capture the daily attendance data of public officers and the Attendance Record Management System (ARMS) software.

The current software has been enhanced by including new features. The upgraded system is meant to:
1. Provide accurate and instant information on attendance record
2. Reduce the burden of manual processing of information and data
3. Better monitoring of attendance 

4. Allow direct and onli​ne transfer of information to the Human Resource Management Information
    System for the purpose of overtime and leave management

Furthermore, the system constitutes an excellent platform to manage productivity while ensuring greater organisational efficiency and effectiveness and promoting customer service delivery. The upgraded system is now integrated with the Human Resource Management Information System. Works for the deployment of the system across the whole Civil Service are on-going.

Computerised Registry System(CRS)​


​The Computerised Registry System (CRS), introduced since 2006, facilitates Registry transactions covering the following activities:
1. Creation of files
2. Movement of files
3. Acknowledge receipt and record actions
4. Queries (files in movement, movement and action details by files)
5. Records of incoming and outgoing mails and action taken.

 
The implementation of the system has proved to be a success over the years, with a proper transition  from manual record keeping of file m​ovements to an efficient and effective electronic method. The Ministry of Public Service, Administrative and Institutional Reforms (MPSAIR)​ assists other Ministries/Departments by deploying the system in their respective Registries and the provision of appropriate training programmes.

Management Information System

​A Management Information System (MIS) has been implemented by this Ministry and it provides an  online platform for all Ministries and Departments to better m​anage the operations of the TICs. The  system is centrally hosted on the Government Online Centre (GOC) and accessible only via the Government Intranet Network System (GINS).                       The MIS aims at:

1

​Supporting Transformation Implementation Committees (TICs) in managing Meetings, Actions Plans and Business Transformation Initiatives (BTIs);

​2

​​Setting Key Performance Indicators (KPIs) related to Public Sector Business Transformation Bureau (PSBTB);

​3

​Constantly updating the composition of the TICs set up in Ministries and Departments;

​4
​​Enabling data analytics for evidence based planning;
​5

Generating reports for enhanced decision-making; and

​6

​Providing a useful tool for the proper conduct of the National Planning and Results Committee
(NPRC) and the High Powered Committee (HPC) meetings.
